July 2009 Activity Log

City of Palouse:

07/02:  Suspicious Circumstances, North Bridge and Houghton.  A citizen reported two people looking around from a small red car.  An officer was unable to locate the car.

07/04:  Traffic Offense, SR 27 north into Palouse.  An off-duty WSU police officer called in a possible intoxicated driver.  An officer stopped the vehicle and determined the driver was sober.

07/06:  An officer assisted the Palouse Fire department with an illegal burn in the 400 block of East Mohr Street.

07/06:  Burglary, 300 Block West Mohr Street.  A resident called to report their home was burglarized.  There are no suspects.

07/08:  Bad Checks, 100 Block East Main Street.  A business owner called to report a patron that had written several bad checks over the previous month.  An officer contacted the patron and arranged to have the money paid.

07/08:  Junk Vehicle, 300 Block East Cannon Street.  A resident called to complain about a neighbor’s junk vehicles.  An officer contacted the neighbor, who made arrangements to dispose of or conceal the vehicles in question.

07/11:  Water Leak, 400 Block West Church Street.  A resident called to report a leaking city water main.  An officer contacted the public works department.

07/12:  An officer assisted a citizen who had locked herself out of her vehicle near the Family Café.

07/14:  Dog Impound, 700 Block West Church Street.  A resident called to report a stray dog in the back yard.  An officer collected the dog, which had no tags, and transported it to the Humane Society shelter.

07/18:  Aggressive Dogs, 100 Block East Houghton.  A resident called to report two large stray aggressive dogs in the back yard.  An officer located the dogs, but was unable to capture them.  An officer later contacted the owner, who agreed to remove the dogs from the city limits.

07/18:  Civil, 500 Block East Union.  A resident called to report a verbal argument with an estranged spouse.  An officer determined there was no crime committed, and advised the resident to seek legal counsel and provided information on how to petition the court for an anti-harassment order.

07/19:  Malicious Mischief, 400 Block West Main Street.  A resident called to report the driver’s side mirror had been broken off a car.  There are no suspects or leads.

07/21:  Traffic Offense, North F Street.  A resident called to report a speeding brown car in the area.  An officer was unable to locate the vehicle.

07/23:  Domestic Dispute, 300 Block West Mohr Street.  A resident called to report an argument with a spouse.  The spouse attempted suicide and was taken to the hospital.  No crime was committed.

07/23:  Animal Problem, No specific location.  A concerned citizen reported a discussion among other residents regarding someone capturing and killing local domesticated cats.  After talking with several residents, an officer was unable to link specific events for lack of evidence and was unable to determine if a criminal act occurred.  The case was forwarded to the Prosecuting Attorney’s office for review.

07/23:  Illegal Dumping, 100 Block East Main Street.  A business owner reported that someone was illegally dumping personal trash in their dumpster.  An officer found the person dumping the trash and issued a verbal warning at the request of the business owner.

07/24:  Theft, 200 Block East Main Street.  A citizen called to report kids that stole soda from the Coca-Cola delivery person.  An officer contacted the kids.  The soda was returned and the parents notified.  No criminal charges.

07/29:  Civil Standby, 100 Block North Beach Street.  A resident called to request officer presence while removing personal belongings from the house following a verbal dispute with a spouse.

07/31:  Civil Standby, 200 Block East Church Street.  A resident called to request officer presence while serving a domestic partner with court child custody papers.

07/31:  Child Custody/Civil, 100 Block North Beach Street.  A resident called to report that their spouse was not abiding by the court-issued temporary custody order.

Town of Garfield:

07/02:  911-Hangup, Garfield Swimming Pool.  An officer was dispatched to the area for a 911 hang-up call.  The officer determined the problem was caused by Verizon working on the phone lines in the area.  No incident.

07/03:  Citizen Assist, SR 27 MP 23.  An officer discovered a stranded motorist whose fuel pump had broken.  The vehicle was a pickup pulling a large 5th-wheel travel trailer.  At the owner’s request, the officer contacted a towing company and provided traffic control and an escort to safely remove the vehicle from the highway.

07/04:  Illegal Fireworks, 600 Block West Spokane Street.  An officer discovered bottle rockets being discharged near the park.  The officer confiscated the bottle rockets and issued a verbal warning.

07/06:  Fireworks Violation, 500 Block West Main Street.  An officer discovered fireworks being discharged outside of state permitted fireworks timeframe.  A verbal warning was issued.

07/10:  Animal Cruelty, 500 Block West Main Street.  A resident called to report that someone had shot their cat in the head with a BB gun.  The BB was removed and the cat okay.  There are no suspects or leads.

07/11:  Citizen Dispute, 600 Block W. Spokane Street.  A citizen called to report that the property owner will not fix the sewer.  The property owner claimed the trailer owner installed incorrectly, crushing the sewer pipe.  An officer referred the parties to civil court.

07/11:  Malicious Mischief, Garfield City Park.  A citizen reported that some playground equipment had been spray-painted with graffiti.  There are no suspects, but some kids volunteered to paint it over.

07/12:  EMS call, Garfield City Park.  An elderly woman complained of chest and arm pain, and was transported by ambulance to the hospital.

07/17:  Loose Dog, 200 Block West California Street.  A resident called to report a stray dog.  An officer collected the dog, a Boston Terrier, which had no ID tags.  The dog was temporarily placed in the custody of a third party who volunteered to care for it until the owner was found.

07/18:  Weapons Offense, Grumpy’s Tavern.  A citizen called to report that another patron was in possession of a firearm inside the tavern.  An officer contacted the patron, who had a loaded pistol in his possession.  A verbal warning was issued.

07/19:  Loose Dog, 700 Block East Main Street.  A resident called to report a loose dog on his property.  An officer took custody of the dog, released it to the owner with a verbal warning issued.

07/20:  Juvenile Problem, 200 Block North 4th Street.  A citizen called to report that a young boy was throwing rocks at toddlers there, and then was back the next day trying to hug them without permission.  The parents of the juvenile were contacted and a verbal warning issued.

07/20:  Malicious Mischief,  Garfield School and Garfield Park.  A citizen called to report that someone had driven a truck on the grass at the park and the school ball fields, spinning out and causing damage to the lawns.  There are no suspects or leads.

07/22:  Domestic Violence Assault, 500 Block West Main Street.  A citizen called to report a loud domestic dispute in progress.  An officer and Whitman County Deputy arrived.  Sarah D. Lukens, 28, was arrested for assault and transported to the Whitman County Jail.

07/24:  Illegal Fireworks, 7th and California.  A citizen reported fireworks being discharged in the area.  An officer checked the area, but was unable to find anyone discharging fireworks.

07/24:  Violent Unwanted Guest, multiple locations.  A resident called to report that a guest had turned violent, assaulting a family member and then refusing to leave following an argument during a card game.  No parties wished to file charges.  An officer told the subject to leave, and would be arrested for trespassing if they returned.

07/27:  Mental Illness, 7th and Adams Streets.  A citizen called to report that an ex-partner was threatening to kill them.  The reporting party suffers from mental illness, and parents advised the officer the party was off medication.  The report regarding the ex-partner were unfounded.

07/28:  Welfare Check, 500 Block West Main Street.  A citizen called to report that there were children left unattended in the home.  An officer went to the home and found the children with a baby sitter.  Unfounded.

07/28:  Animal Cruelty/Manufacturing a Controlled Substance.  A citizen called to report that someone had abused his dog and had a large marijuana plant growing in the back yard.  Because of the location, the case was referred to the Whitman County Sheriff’s Office.

07/29:  Barking Dog, 800 Block West Spokane Street.  A resident called to report someone who leaves their dog outside all day.  The dog barks most of the time.  An officer attempted to contact the owner, and left a note on the door to call.

07/30:  Hit and Run, Garfield Grange Hall.  A citizen called to report that a patron had damaged the building awning with their vehicle.  A suspect has been identified and the case is still under investigation.
